STATUTES

Article 1 – Title

Diaspora-Cameroon of the Heavenly Parent’s Holy Community (DiaspoCam HPHC) is an International Association created between the members of these statutes governed by American law.

Article 2 – Mission statement

The named organization is to bring together all Cameroonians at home and abroad to support the Providence in HPHC (Heavenly Parent’s Holy Community) of Cameroon and for mutual support among its membership.

Article 3 – Headquarters

The registered office is in Washington DC at the address 1610 Columbia Rd NW Washington DC 20009. It may be transferred by simple majority of the General Assembly.

Article 4 - Composition

The Association is made up of:

  • Honorary members
  • Active members (those who fulfill their duties and enjoy their rights)
  • Associate members or sympathizers

Article 5 - Admission

To be part of the Association, you must be approved by the Board, which decides, at each of its meetings, on the written request for admission.

Article 6 - Members

  • Active members are those who have registered and abide by all the obligations stipulated in the Statutes and the Rules and Procedures.
  • Associate members are legal persons or physical persons, sympathizers of the Association.
  • Honorary members do not pay dues unless they choose to do so on their own accord. They are appointed by the Assembly based on their services to the Association.

Article 7 - Termination

Membership is lost by:

  • Resignation
  • Death
  • Exclusion pronounced by the General Assembly for non-payment of the subscription or for serious reasons. The interested party can appeal by letter to the Board or the President.

Article 8 - Resources

The Association's resources come from:

  • Membership fees for the Association and the various monthly contributions.
  • Interest of the development fund, savings-interest and projects.
  • Fundraising.
  • Donations, aid and bequests
  • Sponsoring.

Article 9 - The Board

The Board is elected by the members of the General Assembly. It is responsible for the administration of the Association.

It is composed of a President, a Vice President, a Secretary, a Deputy Secretary, a Financial Secretary, a Treasurer, two Public Relations/Communication officers, and three Caretakers (Care Team).

Article 10 - Board Meeting

The meeting of the Board precedes the General Assembly and aims to prepare the agenda. It also meets if necessary to prepare any other gathering.

Article 11 - General Assembly

The General Assembly includes all members of the Association in whatever capacity they are affiliated with.

The General Assembly meets physically or virtually every two months according to the pre-established schedule. At each meeting, a session chairman will be appointed.

The Secretary prepares and reads the report of the previous meeting as well as presents the agenda. The agenda can be changed depending on the importance of the item.

The treasurer reports on his management and submits the balance sheet to the General Meeting for approval.

Article 12 - Extraordinary General Meeting

In case of urgency, or of serious violation of the Statutes, the President can convene an extraordinary General Assembly.

An Extraordinary General Meeting takes place relatively to the preestablished schedule as Family Reunion at the end of the year, and a fundraising should be convened.

Article 13 - Rules and Procedures/Internal regulation

Rules and Procedures are established by the Board and approved by the General Assembly. These regulations are intended to set out various points and details, not provided for in the Statutes those relating to the internal administration of the Association.

Article 14 – Amendments of Statutes

Any amendment requires at least two thirds majority of the members present at the General Assembly. Corresponding applications must be distributed with the invitation in full at least 14 days before the General Assembly. The voting is done secretly if the membership decides accordingly.

Article 15 - Dissolution

In the event of dissolution pronounced by at least two thirds of the members present at the General Assembly, the Assembly bequeaths the assets to Family Federation for World Peace and Unification (FFWPU)- Cameroon.

Rules and Procedures

Preamble

The Purpose of the Internal Regulations is to specify the Statutes of the Diaspora Cameroon of the Heavenly Parent’s Holy Community (DiaspoCam HPHC) located in Washington DC at the address 1610 Columbia Rd NW, and whose Purpose is to bring together all Cameroonians at home and abroad to support the Providence in HPHC of Cameroon and for mutual support among its membership.

Title I - Members

Article 1 Composition
The DiaspoCam HPHC is made up of: - Honorary members - Active members - Associated members

Article 2- Registration
a) Honorary members are not obligated to pay Registration Fees. Their role is to provide meaningful advice, services, and generous financial support.
b) A one-time Registration Fee of $10 nonrefundable is required from all active members. In case of loss of membership due to resignation or dismissal a fee of $10 of re-registration will be demanded.
c) Associated members can be legal entity or physical persons who are sympathizers of the Association. Payments for registration must be cash, money order, or check according to the established procedure.

Title II Operation of the association

Article 6: General Assembly
Following article 11 of the Statutes, the General Assembly meets every two months physically or virtually according to the preestablished schedule.
The General Assembly elects the Board for two years term by show of hand or by secret ballot monitored by the electoral staff. Voting may be conducted virtually or in person by simple majority of those present.

Article 7: Extraordinary General Assembly.
7 -1: Under article 12 of the Statutes, the Extraordinary General Assembly meets in cases of urgency or serious violations of the Statutes. It also takes place at the end of each budget year as Family Reunion or Convention.
7- 2: Family Reunion or Convention: Will be the time of the yearly report of the activities of the Association, Fundraising, it may also be the time of election of the Board at the expiration of the 2 year term.

Article 8: The Board
As stated in article 9 of the Statutes, the Purpose of the Board is to ensure the smooth running of the Association in all its entirety. It consists of a President, a Vice President, a Secretary, a Deputy Secretary, a Treasurer, a Financial Secretary, two PR/Communications Officers, and three Caretakers (Care Team).
The Board is elected by the General Assembly during the Family Reunion for a 2 year term and may be reelected for another term. For any legal matter the Association is represented by two members of the Board including the President or the Vice President.

Article 9: Functions of the Board

The functions of the members of the Board are defined as follows:

  • 9 - 1: President
    The President has an executive role; he/she represents the Association in any legal matter. He/she chairs the Board and the Extraordinary General Assembly Meetings.
  • 9 - 2: Vice President
    The Vice President assists the President and performs all the functions of the President in his/her absence.
  • 9 - 3: Secretary
    The Secretary performs the secretarial duties of the Association; he/she takes down the minutes of all the Board’s meetings and reports them in subsequent meetings. He/she ensures the execution of decisions taken by the Board and the General Assembly.
  • 9 - 4: Deputy Secretary
    The Deputy Secretary assists the Secretary and replaces him/her in absence.
  • 9 - 5: Treasurer
    The Treasurer manages the finances, the assets of the Association and the bank accounts. He/she makes the reports at each monthly meeting.
  • 9 - 6: Financial Secretary
    The Financial Secretary assists the treasurer and replaces him/her during his/her absence.
  • 9 – 7: Public Relations/Communications Officer
    The PR/Communication Officer does the planning publicity strategies and campaigns, writing and producing presentations and press releases, dealing with enquiries from the public.
  • 9 - 8: Care Team
    They provide advice to members on issues related to the Association.

MANIFESTO OF THE CARE TEAM - 2022

1. Acts of prayers have for many years been an alternative “technic” for healing in America and other parts of the world.
2. A large-scale survey by the National Institutes of Health in the USA indicates that approximately 43% of Americans say they pray to improve their health, and about 24% say they ask others to pray on their behalf.
3. Our own experiences with prayers have been impactful and we are convinced many shall gain from our skills as well.
4. We are determined to have regular prayer conditions with the intention of healing individuals, groups, and families, in America and across the world.
5. We would operate within the fringes of the DIASPO-CAM – HPHC brotherhood, in conjunction with the selected Holy Books.
6. The Dimensions of healing would include the five pillars of health, namely: physical, mental, emotional, social, and spiritual
7. Focus would be to improve the state of brethren’s growth towards achieving the three great blessings as stipulated in Genesis 1:28: Be Fruitful, Multiply and Have Dominion.
8. Patient must give an “entente cordiale” for spiritual assessment
9. Our values stem from Pledge #7 which underscores: i. The importance of living for the sake of others and ii. Perfecting the world based on the culture of the heart
10. Members would donate an amount of $10.00 each month or $120.00 yearly to create a financial base for the sustenance of activities.
11. We would be at the service of DIASPO-CAM HPHC members who may be temporally or permanently ill, and other members of HPHC around the world.
12. Our prayers are potent but, we acknowledge that in every case, God would have the final Say.

9 – 9: Administrative Committees

The Committees are designed to support the operation of the Association for its effectiveness.

  • Financial Committee
  • Project Committee
  • Communication Committee
  • Credit Study Committee

Title III Resources

The Association's resources come from:

  • Membership fees for the Association and the various monthly contributions.
  • Interest of the Development Fund, savings-interest and projects.
  • Fundraising.
  • Donations, aid and bequests
  • Sponsoring.

Article 10. Development Fund

The Development Fund consists of deposits made by members whose purpose is to generate interest through loans, and to support projects of the Association. The deposit is unlimited.
The Development Fund is regulated by a special Charter. A special Credit Study Committee studies and approves loan requests according to the Charter.

Article 11. Fund for the Providence/ Projects

The Diaspora Cameroon HPHC aims to supporting financially both providential and communal projects in its homeland.
Projects may be suggested by the National Leader of HPHC Cameroon or by the Association and the funding is decided at the General Assembly.
These projects will be funded by the contribution of active members with $12/monthly or $144/yearly nonrefundable.

Article 12. Relief Fund

The purpose of the Relief Fund is to help members in the event of a happy or unfortunate event: All active members who are in good standing as defined by the Statutes and the Rules and Procedures and have paid their dues for a minimum of 6 months and have submitted an application within three months following the Happy/Unfortunate Event are eligible to benefit from the Relief Fund as follows:

Happy Event:

  • Blessing or civil marriage $ 120
  • Birth (child or grandchild) $ 120
  • School graduations $ 120 (University or High School or Professional Compl.)
  • Cheon Bo Won Victor $ 120

Unfortunate Event:

  • Death of active member or partner $ 1200
  • Observed hospitalization of member, member’s parent or child (depending on case study)

All active members will contribute a onetime $120 yearly or $10 monthly nonrefundable to the Relief Fund. At the end of the year the account will be reevaluated and any deficit will be divided among all members to balance the account. Active members are encouraged to have an individual or group health or/and life Insurance.

Article 13. Donations, Aid, Bequests.

The resources of the Association also come from donations, aid and bequests offered to the Association, which must be recorded by the Secretary, the Treasurer and reported at the General Assembly.

Article 14. Amendment

Under article 13 of the Statutes any amendment in the Rules and Procedures that have been voted and adapted by the General Assembly will be communicated to all members in writing within a month of the amendment.
